今天我和麗玉一起參觀了台灣的立法院。由於今天沒有召開會議,因此我們只是簡單地參觀了建築本身以及周圍的空間。不過,即使沒有會議,我還是覺得這次的參訪非常有收穫。立法院的建築本身非常有特色,它原本是一所女子高中,具有濃厚的歷史感,也反映出台灣政治與教育發展的某些變遷。
在參觀的過程中,我們也簡單學習了台灣立法制度的基本架構與運作方式。台灣的立法程序和美國的制度有不少差異,這讓我感到十分有趣。例如,在台灣的立法院中,有部分立法委員的席次是保留給女性的,以確保性別平等和女性的政治代表性。這種制度在美國並不常見。
此外,在台灣,擔任立法委員的人不能同時在行政機關中任職,這樣的規定有助於避免權力衝突,保持政府各部門間的制衡關係。而在美國,雖然立法、行政和司法三權分立,但在某些情況下,從政者可以在不同職位之間轉換。此外,台灣的立法院院長與副院長必須政治中立,不能隸屬政黨;這點與美國國會的做法也不盡相同,因為美國的參議院和眾議院的領導人通常都屬於某個主要政黨。
另外值得一提的是,與其他政府機關相比,立法院更強調開放性與公民參與。只要經過簡單的程序,公民就可以進入旁聽會議,實際了解政府正在討論的議題。我認為這是一種非常好的民主機制,可以促進人民對政府的信任與參與感。
總體而言,我覺得今天的參訪不僅讓我對台灣的立法機構有了更深一層的了解,也讓我對民主制度的不同實踐方式有更多的思考。而且,立法院的建築本身也非常美麗,是一個值得參觀的歷史地標。
Visiting the Legislative Yuan
Today I visited Taiwan's Legislative Yuan with Liyu. Since there was no meeting today, we simply toured the building itself and the surrounding space. However, even though there was no meeting, I still felt that this visit was very rewarding. The building of the Legislative Yuan itself is very distinctive, it was originally a girls' high school, with a strong sense of history, and also reflects some changes in Taiwan's political and educational development.
During the visit, we also briefly learned about the basic structure and operation of Taiwan's legislative system. I find it very interesting that Taiwan's legislative process is different from the U.S. system. For example, in Taiwan's Legislative Yuan, some seats for legislators are reserved for women to ensure gender equality and women's political representation. This system is not common in the United States.
In addition, in Taiwan, legislators cannot serve in the executive branch at the same time, which helps avoid power conflicts and maintain checks and balances between various government departments. In the United States, although the legislative, executive and judicial powers are separated, in some cases, politicians can switch between different positions. In addition, the president and vice president of Taiwan's Legislative Yuan must be politically neutral and cannot be affiliated with a political party; This is also different from the approach of the U.S. Congress, where the leaders of the Senate and House of Representatives usually belong to a major political party.
It is also worth mentioning that compared with other government agencies, the Legislative Yuan emphasizes openness and citizen participation. With a simple procedure, citizens can enter to observe meetings and actually understand the issues being discussed by the government. I think this is a very good democratic mechanism that can promote people's trust and participation in the government.
Overall, I feel that today's visit not only gave me a deeper understanding of Taiwan's legislature, but also made me think more about the different ways of doing democracy. Moreover, the building of the Legislative Yuan itself is also very beautiful and is a historical landmark worth visiting.
