政府其實設有許多溝通管道。舉例來說，「首長信箱」就是讓民眾可以透過網路來陳情建言與反應意見的一種機制。另外，也可以透過地方選區選出來的民意代表向政府反映。此外，政府也會舉辦各種政策的說明會，民眾也都可以踴躍參加，直接在現場提出自己的訴求。

The government has set many communication channels offer to the peoples. For example,“director mailbox”is a mechanism to help the peoples petition suggestions and reflect opinions through the Internet. Besides, the peoples can also report issues upwards to the government with the help of elected representatives that were elected by local-elected district. In addition, every citizen can participates the presentation of policies actively to demand their requirements.
2. 當人民的需求沒有得到政府積極的處理時，該如何監督政府執行？
單一的人民力量有限，此時就需要透過民意代表與公民團體的力量來表達。通常會以陳情、座談會等方式和政府面對面做充足的溝通。若政府仍採忽視的態度，此時便會依情況採取強度不同的抗議方式促使政府正視這些需求。因此，公民團體就像解決社會問題的醫生一樣，先診斷出病灶提出藥方，並進而投藥，做為人民與政府之間溝通並解決問題的橋樑。
When the government didn’t handle the needs of the peoples proactively, how do we supervise them to take action?
The power of single person’s is limited to be heard, so the civil groups and elected representatives should stand up and express for the peoples. In general, the civil groups will attempt to petition or hold symposium for the purpose of having adequate communications with the government. If the government still takes a neglected attitude, the civil groups will adopt difference intense levels of protest ways to make the government face these needs. Thus, the civil groups like doctors that solve social problems’; they diagnose illnesses, write out a prescription, and then provide treatments, they are being a bridge of communicate and solve the problems between the peoples and government.

台灣的民主相較於其他民主新進國而言尚在新生階段。因此，「落實公民參與」在台灣是一個急迫且需要永續的運動。面對政府的政策，首先需要有關心議題的民間團體持續監督政府；其次，則是需要有管道和工具可以讓民眾參與公共政策的制定、決策甚至是執行。唯有使選民變成公民，了解並各項政策的來龍去脈並實際參與，方能使台灣的民主更牢不可破。

Taiwanese democracy compared to other developed democracy countries is still in the newborn period. Therefore, implementing citizen participation is an urgent and sustainable activity in Taiwan. When confronting with the policies of the government, first, it needs a civil group that cares about the public issue and continues to supervise the government; second, it also needs a channel and tools can make citizens participate, establish, and even execute the policies. Only by making the electors become the citizens to understand every policy’s contents and actual participate in, it so can let Taiwanese democracy be too strong to break.

“Citizen Café” is derived from American“World Café”, it is a platform that provides gathering intelligence for people. When Citizen Café is in progress, it not only breaks away from traditional one-way communication’s limit, but also makes participants start a conversation and fully focus in the comfortable circumstance. At the same time, Citizen Café gives a definition to every participants that they aren’t just a speaker, they’re also a listener. Furthermore, Citizen Café can conceive out introspections and actions, and also encourage actual implements after a plan under the discussion. Taiwan Citizen Participation Association is lack of funds at present. TCPA was founded for more than a year, although the aim is clearly, the achievements aren’t very much and there isn’t sufficiently effective, these reasons result in can’t attract people’s attention and donation. In the present day, a part of donations is contributed by acquaintances. Consequently, we’ll proactively take participation in different kinds of public issues to let the peoples have more understandings about TCPA in the future.
